Andrew Will, Chief Executive Officer (CEO)
Born and educated in Saskatchewan, Andrew Will has dedicated his career to providing executive leadership that builds strong organizational culture focused on supporting individuals and teams to achieve their best for the people we serve.
Andrew has served in executive leadership positions for health regions in both Saskatchewan and Alberta, including Chief Executive Officer of four health regions, and as a member of Alberta Health Services executive team in the positions of Executive Vice President of Clinical Support Services, and Executive Vice President and Executive Lead, Transition as well as serving as the Chief Executive Officer of 3sHealth.
From December 2021 to October 2022, Andrew served as Interim CEO for the Saskatchewan Health Authority, and before that as the SHA’s Vice President, Information, Infrastructure and Support. He was formally appointed as CEO of the Saskatchewan Health Authority on October 20, 2022.
Derek Miller, Chief Operating Officer
In November 2022, Derek was named Chief Operating Officer for the Saskatchewan Health Authority after serving in an interim capacity since January 2022. Prior to stepping into the Chief Operating Officer role, Derek covered as the Acting Vice President of Infrastructure, Information and Support after serving as the Commander of the Emergency Operations Centre leading the SHA’s response to the COVID pandemic since early 2020.
Derek was initially hired into the SHA in the role of Executive Director of Infrastructure Management where he was responsible for a provincial portfolio of services including major capital project delivery, building services, clinical engineering, health emergency management and others.
Derek joined the SHA from the former Prairie North Health Region where he was VP of Finance and Operations, and also Project Lead for the Saskatchewan Hospital North Battleford – Integrated Corrections Facility Project.
Prior to moving to Saskatchewan, Derek served in the Canadian Forces for 20 years, where his leadership experience ranged from the role of Commanding Officer of a health services centre in Trenton, ON to leading national level procurement projects for the Canadian Forces Health Services Group Headquarters in Ottawa. Derek's educational preparation includes a Master in Business Administration from the University of Manitoba, Bachelor of Arts from the Royal Military College of Canada and Certificate in Health Services Management from Ryerson University. He is a Certified Health Executive with the Canadian College of Health Leaders.
Derek looks forward to continue working with SHA leaders, stakeholders, the Integrated Health and Provincial Programs leadership teams to enable care and the delivery of health services across the province.
Dr. Susan Shaw - Chief Medical Officer
Dr. Susan Shaw balances a rewarding career in Critical Care Medicine and Anesthesiology with clinical and system improvement work at the local, regional and provincial level in Saskatchewan. She has been a successful department head, a physician leader with the Saskatchewan Surgical Initiative and co-lead of the former Saskatoon Health Region's Safer Every Day Breakthrough Initiative. Prior to joining the Saskatchewan Health Authority, Dr. Shaw worked with the Saskatchewan Medical Association as Director of Physician Advocacy and Leadership.
Dr. Shaw is currently board chair for the Saskatchewan Health Quality Council and is looked to as a leader in patient-centred care, physician leadership, continuous improvement and large scale change.
Michelle Mula - Vice President, Quality, Safety & Chief Information Officer
Michelle Mula is coming from her role as Acting Vice President, Infrastructure, Information and Support, and prior to that, as the executive director of Digital Health for the Saskatchewan Health Authority.
Michelle is an accomplished transformation leader with extensive experience in the health sector. Through her experience with the provincial SHA, eHealth Saskatchewan and former Health Authority, she has focused her efforts on supporting innovation in areas of Analytics, Acute Care, Community and Primary Health Care, Public Health, Provincial Services and integrated Electronic Health Records.
As Executive Director of Digital Health, Michele received a national award recognizing her as one of the 2021 Women Leaders in Digital Health. The award celebrates the top female visionaries who are harnessing the power of IT to transform health and health-care in Canada.
In her role as acting Vice President for Infrastructure, Information and Support, Michelle was responsible for a number of provincial services across the Saskatchewan Health Authority including Infrastructure Management, Digital Health, Privacy and Health Information Management, Environmental Services and Food and Nutrition Services.
Mike Northcott - Chief Human Resources Officer
Mike Northcott is Saskatchewan Health Authority's Chief Human Resources Officer. Mike and his team are responsible for all human resource operations and professionals to ensure that the organization attracts, develops and retains the best health care professionals for the province of Saskatchewan.
Mike joined the former Saskatoon Health Region in 2007 and played a key role in the strategic direction of the region’s human resource functions. Throughout his career in human resources, Mike has served in various leadership positions in health care in Saskatchewan and Alberta, most recently as the Director of Human Resources for the former Saskatoon Health Region. Mike holds a Masters of Human Resources Management from the University of Regina. He also has a Bachelor of Science Kinesiology Degree and a Bachelor of Commerce, both from the University of Saskatchewan.
Mike is passionate about leadership and is a graduate of the Saskatchewan Leadership Program, the Queens Leadership Program and is a certified Lean Leader. He believes that the most important job a leader has is developing more leaders. He has served as the co-chair of the Joint Health Human Resources Committee, as a member of the Health Labour Relations Counsel and a member of the Provincial Health Authority Transition Team. Currently, Mike serves on the Saskatchewan Association of Health Organizations (SAHO) Board of Directors, and is a member of the Learning/Education Advisory Group for HealthCareCAN, an advisory body helping to shape professional development opportunities and resources for healthcare leadership across Canada.
Stacey Bosch – Interim Vice President, Finance and Chief Financial Officer
Stacey has an extensive background in finance, serving as the Vice President of Corporate Services for the former Heartland Health Region with 23 years of experience working in health care finance and 6 years in the banking industry prior to that. In her time as Executive Director, she provided expertise and leadership in the establishment of SHA’s accounting portfolio. Stacey has also successfully led the SHA’s financial year-end audit and preparation of financial statements process.
She graduated from the University of Saskatchewan with a Bachelor of Commerce Degree, has a University Certificate in Accounting and holds the professional designation of Chartered Professional Accountant. She has served as a board member for Healthcare Insurance Reciprocal of Canada and as a member of both the Audit and Finance Committees.
Jim Billington, Vice President, Community Engagement and Communications
Jim Billington is the Vice President of Community Engagement and Communications for the Saskatchewan Health Authority (SHA). Jim and his team are responsible for internal and external communications, working with the media to provide the public with important health information, engaging communities, and supporting our valued partnerships with our Health Care Foundations.
Before joining the SHA, Jim worked on the Western leadership team of a leading national public affairs firm, where he provided advice to clients across Western Canada in the areas of strategic communications, issues and crisis management, and government relations.
Jim has also held several leadership positions in the Governments of Saskatchewan and Alberta, including serving as Deputy Chief of Staff and Executive Director of Communications for Executive Council with the Government of Saskatchewan. In this capacity, he led communications for the province's COVID-19 response, oversaw government media relations and strategic communications, and managed stakeholder relations.
Jim holds a Bachelor of Arts from the University of Calgary and has received executive education in Finance from the Ivey Business School.
Michelle Schmalenberg - Vice President, Strategy and Innovation
Michelle Schmalenberg is the Vice President of Strategy and Innovation, leading a talented team responsible for strategic planning, performance measurement and evaluation, project stewardship, leading and supporting change initiatives, corporate policy and SHA Innovates.
As part of the SHA’s leadership team, Michelle brings a collaborative leadership style, a strategic focus and an ability to see the big picture. Through collaboration and engagement, Michelle and her team will work cross functionally as strategic integrators to provide leadership and support on a number of transformational initiatives across many portfolios. Michelle is committed to playing her part in achieving a high performing health system for the benefit of the patients and families we collectively serve. Under her leadership, the Strategy and Innovation portfolio is known in the SHA as a team who is responsive, collaborative, and delivers results.
Michelle has worked in the Saskatchewan health care system for the past 17 years. Prior to joining the SHA, Michelle held several progressively responsible roles with the Ministry of Health including, Communication Consultant, Executive Assistant to the Deputy Minister, Assistant Director Kaizen Promotion Office, Director Health Information and Privacy and Director Health Policy and Innovation. Michelle was a member of the Transition Team responsible for leading the health-system amalgamation, moving from 12 regional health authorities to a single provincial health authority in 2017 as a Project Manager.
Michelle is a certified Lean Leader, holds a Bachelor of Business Administration from the University of Regina, and a Masters in Administration – Leadership from the Lavene School of Business. In 2022, she was a recipient of The Queen Elizabeth II Platinum Jubilee Medal for her contributions to health care.
