Integrated Northern Health
The Integrated Northern Health (INH) portfolio is led by Vice President Andrew McLetchie and Physician Executive Dr. Stephanie Young. INH is responsible for all hospitals, long-term care facilities, primary health care clinics and community health centres in northeast and northwest Saskatchewan. The INH portfolio covers a large part of the province, accounting for over half of Saskatchewan’s land mass. As such, the portfolio includes both northeast and northwest areas of the SHA with Senior Leadership for acute care, continuing care and primary health care established along east-west lines. Senior Leadership for Primary Health Care is further organized into northern and southern sectors of responsibility. In total, Executive Leadership and Senior Leadership for Integrated Northern Health is comprised of 10 members who are geographically located within the northern portion of the province.
Andrew McLetchie - Vice President, Integrated Northern Health, and Chief Nursing Officer
Andrew McLetchie served as the CEO of former Mamawetan Churchill River Health Region since October 2011, following two years as Director of Integrated Health Services. Prior to moving into management and leadership roles in the health system, Andrew gained thorough frontline experience working as a Registered Nurse in Saskatchewan, Alberta, Ontario and Ireland.
Andrew is dedicated to patient-centred care, and passionate about finding innovative ways to deliver high quality, timely health care services that meet the unique needs of northern residents.
He holds a Bachelor of Science in Nursing from the University of Alberta and a Masters of Health Administration from the University of Ottawa.
Dr. Stephanie Young - Physician Executive
Dr. Stephanie Young comes to her role from positions as both a rural family physician based out of La Ronge and a Senior Medical Officer for the Mamawetan Churchill River Health Region. She has been living and working in various capacities in the North for the last ten years. As such, she is used to operating in geographically vast areas with complex and dynamic healthcare systems.
Stephanie sits on the National Council for the Society of Rural Physicians of Canada, where she assists in working towards their mission of helping provide leadership for rural physicians and helping to promote sustainable conditions and equitable healthcare for rural and remote communities.
She also has experience in quality improvement work and was one of the Saskatchewan participants in the mini-Advanced Training Program offered by Intermountain Healthcare in Salt Lake City, Utah.
Stephanie is seen as a passionate advocate for rural and remote communities and hopes to help improve timely access and the overall quality of care received by all Saskatchewanians, no matter where they live.
Colleen Quinlan - Provincial Executive Director, Mental Health and Addictions
Colleen Quinlan was previously the Executive Director of Mental Health and Addictions for Regina and Saskatoon. She has also previously worked at the Ministry of Corrections and Policing as well, in the former Regina Qu’Appelle Health Region. She has many years of experience in a variety of clinical, management, and leadership roles.
Her career has been informed by experience in a variety of settings including schools, corrections, community mental health, inpatient mental health, and quality improvement. Colleen has a Master of Arts in Psychology and a Master of Public Administration, both from the University of Regina. She is a Registered Psychologist with the Saskatchewan College of Psychologists and is LEAN Leader certified. Colleen has been the recipient of two Premier’s Awards of Excellence in the Public Service and one Saskatchewan Healthcare Excellence Award. She is committed to building strong collaborative teams to improve continuity and coordination of care for our patients.
Shawn Phaneuf - Executive Director, Acute Care Northeast
Shawn is a Registered Nurse and is a long-term employee who commenced his career with the former Prince Albert Parkland Health Region in 1995. He has a clinical background in Long Term Care, Medicine, Surgery, Pediatrics, Emergency, Ambulatory Care, Dialysis and Chemotherapy units. In his leadership roles, he has focused on high-quality patient and family centered care which expanded in his role as Director of Maternal Children Services for North. Most recently, he was the Director of Clinical Operations and Transitions Victoria Hospital where he has enhanced partnerships with the Ministry of Health, Saskbuilds and our community partners such as Prince Albert Grand Council to advance the planning process for the Prince Albert Victoria Hospital redevelopment project. Shawn has strengthened our relationships with our indigenous partners working closely with First Nations and Metis Health within the SHA. He is a strong advocate for culturally safe and responsive care.
Dr. Lyle Grant - Executive Director, Acute Care Northwest
Lyle is a Registered Nurse with a PhD in Nursing. He has a clinical background in continuing care, mental health, palliative care, and medical-surgical nursing. Most recently, he was the Director of Acute Care Northwest in Lloydminster and has held progressive leadership roles in nursing education, continuing care and acute care.
In his leadership roles, he has focused on high-quality patient and family-centred care, developing excellence in nursing professional practices, strengthening interprofessional approaches to meeting the needs of clients, nursing and the law, and developing nursing leadership.
Lisa Major - Executive Director, Continuing Care Northeast
Lisa Major has worked in British Columbia, Alberta, New Brunswick and Saskatchewan in diverse areas in health care for many years, with more than 26 years in Continuing Care Management. She comes to her new position as the Executive Director of Continuing Care, Northeast from her most recent role of Director of Long Term Residential Care for the former Kelsey Trail Health Region.
Lisa holds a Diploma in Nursing from Wascana Institute of Applied Science and Technology and further university education through Athabasca University. As a Registered Nurse, she holds active registration status with the Saskatchewan Registered Nurses Association. She is a Certified Lean Leader and also is a member of the Practical Nursing Program Advisory Committee with Saskatchewan Polytechnic.
Lisa is passionate about and dedicated to ensuring safe and high quality resident centered care.
Neal Sylvestre - Executive Director, Continuing Care Northwest
As the Executive Director of Continuing Care Northwest, Neal Sylvestre’s portfolio encompasses strategic management and direction of all long term care programming for Northwest Saskatchewan.
In the past, Neal held general duty Registered Nurse (RN) positions in medicine, cardiology, surgery, coronary intensive care and emergency. He also held RN positions in areas of emergency service and occupational health nursing for private sector organizations. Prior to accepting his current role, Neal spent 15 years as Director Rural Health Facilities.
Neal obtained his Baccalaureate in Nursing from Athabasca University and Occupational Health Nursing Certification from Grant MacEwan College. Neal is a certified Lean Leader and a former member of Saskatchewan Registered Nurses Association’s Disciplinary Committee.
Neal is committed to safe and compassionate resident and family centered care. Neal believes that relationship building and information sharing are the cornerstone of effective teams as we strive for health care excellence for the people of Saskatchewan.
Chad Sayers - Interim Executive Director, Primary Health Care Northwest (North)
Chad Sayers is a Registered Nurse with a clinical background in a wide variety of settings including mental health & addictions, acquired brain injury, geriatric, and medical/surgical nursing. Most recently, Chad held the position of Director of Mental Health & Addictions Services in the northwest. He has held progressive administrative, leadership roles over the past 25 years throughout the urban, rural, and northern areas with a focus on acute care, continuing care, and mental health & addictions.
His current portfolio encompasses primary health care services in the northwest, which includes Networks 1 and 2, Northwest Mental Health & Addictions Services, and Saskatchewan Hospital – North Battleford.
Chad is committed and focused on the provision of high-quality client and family-centered care that is accessible, equitable, safe, and culturally responsive; to meet the unique needs of the northern and remote areas within the SHA.
Jessica Campbell - Executive Director, Primary Health Care Northwest (South)
Jessica is a Registered Nurse-Nurse Practitioner who has worked with Saskatchewan Health Authority since 2004. Jessica has held various leadership roles in both Acute Care and Primary Health Care, most recently as the Director of Primary Health Care for the Battlefords- NWS Network #6. Jessica is committed to developing innovative strategies to build system-wide alignment and connected care for Saskatchewan’s clients and families.
Anna Dawn Hewitt - Executive Director, Primary Health Care Northeast (North)
Anna Dawn comes to this role from her previous role as Director of Acute Care Services in the Northeast area of the province. Anna Dawn has 30 years’ experience and has worked in the areas of acute care, long term care, public health and quality improvement. Anna Dawn is looking forward to working with the primary care teams in the northeast as part of the Integrated Northern Area and is committed to working on making our rural health systems strong, sustainable and equitable for all our residents.
Anna Dawn holds a Bachelor of Science in Nursing Degree along with a Master’s in Education with a focus on Administration.
Dori Gaudet - Executive Director, Primary Health Care Northeast (South)
Dori has been providing direct care in primary cares since 1995 and came into her previous role with 15 years of progressive leadership experience. Dori has worked in the areas of Population Health, Acquired Brain Injury, sexual health, Mental Health and Addictions and Clinical Integration making her an excellent fit for this portfolio.
