Integrated Saskatoon Health is responsible for provincial oversight of Acute Care service planning and standardization as well as delivery of services within the Saskatoon area including Acute Care, Surgical Services, Continuing Care, Tertiary Care, Primary Health Care, and Mental Health and Addictions Services in Saskatoon, as well as Maternal and Children’s Programs.
Leadership Team
John Ash, Vice President, Integrated Saskatoon Health
John Ash comes from his role as Interim Vice President, Provincial Clinical and Support Services and previously as Executive Director of Acute Care in Regina, where he provided leadership for the Regina acute care services in the following areas: Emergency Room, Medicine and Surgical Inpatient Care, Trauma Care, Ambulatory Care, Social Work and Urban SFCC.
Throughout his career John has held a number of leadership positions, which include Executive Director, Office of Quality and Strategy Management, Executive Director of Patient Flow, Pharmacy and Respiratory Services and the Director of Patient Flow for the former Regina Qu’Appelle Health Region. John is recognized for his leadership in building a culture to improve patient flow, establishing the Patient Family Centered Care Program and supporting the implementation of the provinces first Accountable Care Unit. He has provided stewardship in the Provincial Emergency Departments Waits and Connected Care initiatives as well as the Provincial Quality and Safety Lean Management Committee. John has previously worked as a paramedic for over 20 years and has a Masters Degree in Leadership from Royal Roads University and a Masters Certificate in Municipal Leadership from York University.
In December 2021, it was announced that John would take on the role of Commander of the Saskatchewan Health Authority's Emergency Operations Centre (EOC) leading the health system's response to the COVID pandemic. John comes to this role from his previous role in SHA's emergency management structure as co-lead for the EOC's defensive strategy within the SHA's EOC.

Dr. Mark Fenton - Physician Executive, Integrated Saskatoon Health
Dr. Mark Fenton is excited to join the Saskatchewan Health Authority as Physician Executive, Integrated Saskatoon Heatlh.
He was born, raised and educated in Saskatchewan. Since completing his training he has practiced in the areas of lung transplantation, sleep medicine and respirology. His career to date has spanned the spectrum of bench-top research to clinical research to clinical and system administration in addition to his ongoing clinical activities.
Dr. Fenton has served in several academic and clinical leadership roles including Program Director, Adult Respirology Training Program and more recently Division Head, Respirology, Critical Care and Sleep Medicine at the University of Saskatchewan. In 2020 he was appointed Pandemic Chief of Staff, Saskatoon Area and continued in that role until April of 2022. He established and remains Medical Director of the Saskatchewan Lung Transplant Program which remains a major focus of his clinical activities. He has also served as Medical Director of Sleep Disorders Centre in Saskatoon and contributes to clinical activities in that area as well.
Dr. Fenton is passionate about system transformation and improving the health of the residents of Saskatchewan.
Micheline Wiebe - Executive Director, Acute Care (Provincial)
Micheline Wiebe is an experienced executive leader in health system design and planning, clinical quality improvement, and health-care service transformation. She is Registered Nurse and former Nurse Practitioner with clinical expertise in Emergency, Trauma, Cardiosciences, Primary, Rural/Remote, and First Nations community-based care. She brings progressive leadership experience in clinical operations, quality improvement, informatics and technology, education, research, and clinical network sciences.
As Provincial Executive Director, Acute Care, Micheline partners with the Ministry of Health, SHA executive and senior leadership, clinical care teams, patient and community members, and health-care organizations to create innovative solutions to support the advancement of the SHA’s priorities for optimizing acute care services across the province. A people-centric leader, she aims to empower patients and providers to achieve better health for all.
Graham Blue - Executive Director, Acute Care Saskatoon
Graham Blue has developed his leadership skills through frontline nursing and progressive leadership positions, including Director of Emergency Services and Director of Home Care and Client Patient Access Services in the former Saskatoon Health Region. Since the formation of the Saskatchewan Health Authority, he transitioned to the Director of Clinical Integration in Primary Health Care in the Saskatoon area responsible for Patient Flow/ Navigation, Infrastructure and Chronic Disease Management.
In his Executive Director role, Graham provides leadership in the following areas: Emergency Services, Medicine and Surgical Inpatient Care, Trauma Care, Ambulatory Care, Interprofessional Practice and System Flow. He is also accountable for operations at Royal University Hospital, Saskatoon City Hospital and the Jim Pattison Children’s Hospital.
Throughout his career, Graham has shown a drive to continually learn and engage others to improve care for people. This has been shown by his breadth of experience across acute care settings, and most recently, his experience in the community working with Primary Health Care.
Graham holds a Bachelor of Science in Nursing and a Bachelor of Science in Microbiology from the University of Saskatchewan, as well as a Master’s in Health Studies from the University of Athabasca. He also holds an active registration with the Saskatchewan Registered Nurses Association and is a Certified Lean Leader.
Andre Moss - Executive Director, Continuing Care Saskatoon
Andre Moss is pleased to work in his role as Executive Director of Continuing Care, Saskatoon Urban within the Saskatchewan Health Authority. Andre will support his team to provide excellent, patient-centered care to residents and patients in the rehabilitation, long-term care and transitional care settings.
Andre’s leadership experience ranges from manager and director roles in mental health and addictions, cancer patient lodge, maternal health and long-term care. In his previous role as Director of Continuing Care, he established strong working relationships with all of the affiliates in the Saskatoon area.
Andre graduated from St. Phillips College with an Associates of Science Degree in Laboratory Technology and a Graduate of the University of Texas at San Antonio School of Public Health.
As the Executive Director of Continuing Care, Andre is looking forward to working with local and provincial colleagues to improve patient and resident care and to improve the coordination of health services.
Carrie Dornstauder - Executive Director, Maternal and Children’s Programs
As the Executive Director of Maternal and Children’s Provincial Programs, Carrie Dornstauder will provide leadership in the creation of a Saskatchewan based model of care for Maternal and Pediatric services, including High Risk Pregnancies, Neonatal Intensive Care, Pediatric Intensive Care, Pediatric Surgery and the Jim Pattison Children’s Hospital.
Having received her Bachelor of Science in Nursing from the University of Saskatchewan, Carrie has worked as an obstetrical, emergency and integrated care Registered Nurse. She later moved into clinical nurse education as lead of the first rural program in Saskatchewan. Carrie has provided leadership as a Care Team Manager and most recently as the Director of Acute Care Services for the former Heartland Health Region.
Carrie is dedicated to building programming with the aim of improving both the health status as well as the standards of care for maternal and pediatric populations throughout the province. Supporting services as close to home as safely as possible and improving the coordination of services when patient’s need it most.
Kelly Tokarchuk - Executive Director, Primary Health Care Saskatoon
Kelly Tokarchuk joins her role as Executive Director, Primary Health Care, Saskatoon with a comprehensive work experience in health across the care spectrum. For the last 19 years, Kelly has held positions both in urban and rural communities, working and leading portfolios that expanded across community, continuing care and acute care services.
Kelly’s experience working across all facets of health care as well as in rural and urban centres provides her with a unique perspective on service delivery. Throughout her different positions and locations, her passion for patient and family centered care has never changed. Working with those we serve to develop their care plan and pathway sets us on course to deliver excellence in care.
After finishing her Bachelor of Science in Kinesiology at the University of Saskatchewan, Kelly went on to complete her Diploma in Cardiovascular Technology (BCIT), Master of Science Public Health (University of Saskatchewan) and Masters Certificate in Health Systems Management (University of Regina). In addition to her formal schooling, Kelly has also completed the Saskatchewan Leadership Program and Coaching For Leaders Academy.
Cindy Graham - Executive Director, Surgical Services
Cindy Graham is excited to join the Saskatchewan Health Authority (SHA) in the role of Executive Director of Acute Care, Surgical Services. Cindy will provide leadership and support in the Surgical Perioperative Services and Sterile Processing in both Regina and Saskatoon.
Throughout her 27 year career in health care, Cindy has held a number of leadership positions in Saskatoon which include the Saskatchewan Surgical Initiative, Kaizen Operations Team Lead and the last four years as the Director of Surgical Services. Cindy graduated from the University of Saskatchewan with a Bachelor of Science in Nursing and holds active registration with the Saskatchewan Registered Nurses Association. She is a certified lean leader and has a certificate in project management.
Cindy is committed to Patient and Family Centered Care, safety and quality improvement. As the Executive Director of Surgical Services she is looking forward to improving the integration of health services across the province with a focus on improving safety and quality of care.
Kelly Johnson - Executive Director, Tertiary and Surgical Services
Kelly Johnson is a registered nurse and former Clinical Nurse Specialist for Cardiology. She has worked in the health care field for 26 years in progressive leadership roles. She obtained both her Bachelor of Science in Nursing and Masters of Nursing degree from the U of S. Kelly has lead numerous quality improvement initiative and am a certified lean leader. She was also was the Kaizen Operation Team lead for Adult Medicine and Complex care and has completed the Saskatchewan Leadership Program, Certificate in Project Management. Kelly’s personal philosophy is empowering patients and the health care teams to provide the best evidence based care available. She is passionate about quality, safe care for the people of Saskatchewan delivered by empowered heath care teams.

Doug Campbell - Executive Director, Provincial System Flow
Doug comes to this position from his position as Director, Strategy and Innovation – Performance measurement. In this role, Doug and his team have developed many processes, tools and outputs that enable the SHA's strategic planning processes by using information for informed decision making. During the COVID-19 pandemic, he supported the provincial Emergency Operations Center as deputy planning chief and was also a lead on the Vaccine Campaign, overseeing how vaccines were allocated throughout the province. Prior to joining the SHA in 2018, Doug worked at the Saskatchewan Health Quality Council, where he supported the provincial ED waits and Patient Flow initiative.
Doug has a background in Engineering, where he holds a Bachelor of Mechanical Engineering, a Master of Biomedical Engineering and a Master of Science degree, and holds a Professional Engineer designation. Throughout his career, he has had the opportunity to learn from the best health systems in the world, including the Advanced Training Program in Healthcare Improvement from Intermountain Healthcare, Clinical Microsystems Improvement from The Dartmouth Institute and obtained a mini-MBA in Healthcare from the University of Arizona. He is also a certified Lean Leader.
Outside of work, Doug is an avid explorer and researcher. He is a certified aquanaut (having lived underwater for 235 hours), a Canadian Space Agency ambassador, and Member International of the Explorer’s Club.
