APP Validation
Significant work happens following the year-end submission process to ensure fair and consistent interpretation and application of the ratings criteria across the organization. All OOS APPs are validated through a consistency review process.
Consistency Review

Ensures consistency in both interpretation and application of final rating criteria.

Ensures alignment with the Conference Board of Canada’s “Normative Distribution” requirements.

In cases where interpretation and/or application of final rating criteria comes into question, the Vice President of the portfolio will work with portfolio leaders and Human Resources to determine corrective actions in order to ensure consistency and fairness for all eligible employees in the portfolio.
Normative Distribution

Normative distribution connects the performance ratings to the pay increases.

SHA is required by the Ministry of Health to align performance ratings to the normative distribution ranges as determined by the Conference Board of Canada, Compensation Research Centre (CRC).
