By no later than April 30, and after the year-end review meeting, supervisors are responsible for reviewing and completing the following in order to determine an appropriate recommended rating for each OOS direct report:
- Verbal feedback from the year-end review meeting
- Written feedback in the APP
- Your own observations and assessments from continuous feedback and interactions throughout the year

All humans live with bias in their brains; that is how our brains work. It is important to understand, recognize and deal with any biases we have to ensure that the process and outcome is as fair as possible for team members.

When it comes time to make recommended ratings on the APP, there are resources that will help you identify and mitigate the errors and bias that naturally exist. You may find our resources on “Avoiding Error and Bias in the Performance Appraisal” helpful.

Do not share recommended ratings with employees at this time. Final rating information will be shared with supervisors and employees in late-June.

To ensure in-range progression increases are applied on time, all OOS employees (and their supervisor) who don’t submit a completed year-end APP, including a recommended rating and rationale, by the April 30, deadline will receive an automatic rating of “Did Not Deliver”. Both parties will be ineligible to receive an in-range progression increase for the forthcoming fiscal year.
